Civiliation can be such a royal pain in the ***. Civilization requires those living within the civilization to realize they can't do whatever the **** it might be that they want to do. Early on this country realized that there was no way to get the food from the farms to the towns and cities at a reasonable price and before it begins to rot, without paved roads...and that the only entity with the ability to provide a system of paved roads was the central government.
